I am pretty convinced that the difference between that kind of strength and weightlifting strength lies in two things: core strength and minor muscle groups. You work those things as hard as you work the big muscle groups, you will get stronger in the Hughes-style. I really don't know if you could get to his level in the gym, though. Wrestlers seem to develop awesome functional strength.
