It's not necessarily the same reason. A hemophiliac has a genetic disorder which effects his hemostasis (blood clotting) whereas someone who easily bleeds from the nose probably just has thin blood vessels in his nose and often high blood pressure. In the latter case if it's really a problem he can go to a doctor who obliterates the blood vessels.
