Nothing will change until teachers and their respective unions start caring more about test scores than the size of their own benefit packages. In any normal environment, if someone under-performs you fire them and bring in someone who can do the job right. I for one have never heard of any teacher being fired for anything other than misconduct. So until teachers truly feel like performance is a requirement for retaining their job, nothing will change.
