What surprises me about this is

A while back when the Dana was answering question during a fight conference. He was asked whether he can stop the fighters from doing dangerous activities and his answer was that yeah he could basically make them stop from doing everything. But it sounded like that only went on his say so.

Sounds like this is going to be in effect all the time (During a fight camp anyway). And it wont be under his say so...

So maybe thats the difference.
