This. I'd have assumed this was already in effect.
One thing that would annoy me is the motorcycle thing. You're just as likley to get into an accident in a car than on a bike so it would really be an issue with bike riders if they were told they werent allowed to ride it before a fight. Half of them probably ride their bikes TO the fight.
This won't change much but at least theres trying to do something.
