I mean it's not a bad game and if a person still doens't get bored out of their mind playing average FPS gameplay then it might even be good, just extremely overrated and I think it's because the Bioshock label is slapped across the cover, I've been guilty of doing that for certain series myself.
Exactly how I felt. I bought the game the day it came out and only just finished it tonight. I blew through the first 2 hours but then I just stopped caring. Nothing was happening. You were just killing wave after wave after wave of the same exact enemies. Elizabeth would say 2 sentences after you finished and then you'd go back to nothing. And the game introduces choices in the beginning but then stops using them completely. Probably because in the end, they don't even matter.

Game wasn't bad, just not as good as I had hoped. The problem could have been that my expectations were too high. Made me really want to replay Bioshock 1 though.
