If you're hitting the heavy bag constantly, everything will become strong enough. There are NUMEROUS studies on how doing specific conditioning routines, like rolling a pin down your shin, are very ineffective and bad for you. Just hit the bag, and tap on your shins with your heels whenever you think about it.
