No offense, but how is 24% body fat ideal? If you want to seriously compete, you should probably be at <10% body fat, easily. I wrestled in high school and maintained around 6-7% body fat all year round. With almost 50 pounds of body fat on you, you should aim to lose at least 20 pounds of that fat. At the same time, since you're 6'3", Welterweight might have guys a lot shorter and stronger than you, which I dont know if it will be a problem.

My advice would be to lose your fat, gain some muscle, and fight at around MW if possible. If not, go for WW.
