He stopped it from bringing them up all the way because Herb Dean acted like he was going to stop it by walking fast towards Doug, but didn't do anything, so Stann dropped his arms and went in to pound on Doug. Right after the fight, he threw his arms up like he was about to when he knocked Marshall down the first time.

I'll watch the end again and pay more attention, but that's what I saw after watching it like 10 times.
