Well I cant answer a lot of your questions because it depends on your body etc.
But for me I cannot gain a lot of strength without giving up cardio and sometimes speed.
When I was younger I lifted weights like a fiend and packed on some serious upperbody muscle. This made me slower and less flexable.
IMO try and maintain strength while you lose weight and cut, then after you have lost start working on your strength again. Also I would recommend taking a protein shake, it really helps to build muscle density.
