If you are a ranked fighter, there should be absolutely 0% chance that you can be called one of the worst standup fighters in MMA. It's not possible. They may not strike efficiently, but they avoid serious damage, and you can't have bad standup and avoid damage often at the same time.

Now if your question, which ranked fighters have the worst standup, then perhaps Hughes and Aoki could be on there. Maybe.
