I see no reason for anyone to curse to express themselves.
The rules are in place and that is the way it is and will stay for now.

Borat, its all about how you use the words that are permitted. If you press your luck im sure you will find yourself with a warning. Clearly, some users want to test the boundaries and sooner or later find themselves banned. The choice is up to the user on how he conducts himself, but he will need to abide by the rules.
