My sons love to wear all the cool gear, like the stuff available here on this site. I found a great way to let them customize it with fake blood splatter & spray that does NOT wash out. They had so much fun spraying it onto their gear, it really looks like real blood. I got it the party store but you can see it here--Love it http://www.sprayblood.comShould I let them wear this out when it's not Halloween?

As long as the blood is only on the clothing and not on your kids themselves then it shouldn't be an issue. Just the design on the clothing if anyone asks.
