I could imagine all Russian fighters and all Korean fighters to have tactical combat training. I'm only assuming Russians because it's communist, I should think most people get drafted to the army. In South Korea, we all get drafted when we come of age and serve for like 2-3 years. During the time, you learn everything the US army/marines learn, including close-quarter combat and advanced hand-to-hand combat. So any Korean fighter you see older than 21, they have background training (unless exempt like few stars/celebs).

Russia isn't communist anymore since the 1990s However they do have compulsory military service, but I wouldn't call basic military service really a tactical background. I guess the OP asks about fighters who were enlisted to some sort of special operations units.
