The Association of Boxing Commissions will consider a revision of the unified rules of mixed martial arts that would give referees the discretion to allow knees and kicks to the head of a downed opponent if the ref believes that opponent is trying to draw a foul.

Demetrious Johnson might just have the last laugh over his UFC on Fox 6 opponent John Dodson who deliberately put his hand on the mat to draw a foul when Johnson kneed him in the head.

That is if three of the most influential athletic commission heads in the U.S. get their way at the 2013 annual meeting of the Association of Boxing Commissions (ABC). Nick Lembo of New Jersey, Keith Kizer of Nevada and Bernie Profato of Ohio have submitted the following rules change (via MMA Fighting):

"Referees should instruct the fighters that they may still be considered a standing fighter even if they have a finger or portion of the hand (or entire hand) on the canvas. In the discretion of the referee, a fighter who has a finger or hand on the canvas may still be legally struck in the head with knees and kicks. The referee may decide that the downed fighter is placing his or her finger or hand down without doing so for an offensive or countering maneuver in an attempt to advance or improve their position. The referee may decide that the downed fighter is instead simply trying to draw a foul. If the referee decides that the fighter is "touching down" simply to benefit from a foul, the referee may consider that fighter a standing fighter and decide that no foul has occurred."

Additionally the referee would have the option of warning or deducting a point from the offending fighter.

At first I was like, "Chute Boxe Never Die!!!, but then I was like, "guys who milk the U.S. rule for fouls, DIE!!!"

Awesome for people fighting the likes of Jones, who likes to come out of the corner on his hands and knees.

Not so awesome for the guy trying to get back to his feet and catches a knee.

Very hard for the refs to police.

They need to just alter the rule so that feet don't count as a point on the ground. Make it a two point rule where knees being on the ground counts as you being grounded but two feet and a hand don't. That way if a knee and hand are down you can't be soccer kicked or one knee and a hand. That way if you want to play that bullshit you have to give up a take down and allow for your opponent to get to a better position.

This the guy has a front headlock better touch my fingertips garbage needs to stop, a fighter doing that literally puts them in a worse position to take damage but because it's illegal they get away with it.

That actually make a lot more sense. Take away feet at a grounded point and make it one knee.

This is really good because it keeps fighters from taking advantage of the rules. Now guys like Kosh can't complain about illegal strikes and stuff!

I think this is a good idea. The rules are not yet perfect. I really dont think it will be hard to police fir the refs. Most are clever. For every Mazzagati or Levigne (sp) we have a Goddard or Dean.

I agree and have stated similar suggestions already for a long time. To be considered a downed opponent a fighter should at least touch the ground with one knee. That shitty exploiting the rules via finger tip has to stop.

Whenever you're standing on your feet you're not grounded. No matter how many hands or fingers touch the floor.

That should be the rule in my opinion.

Its a step in the right direction but personally I would like to see knees allowed from any position....it would really add to the action on the mat.
