It's hard to call an LHW the heaviest handed fighter in the world, because he only has 205 pounds behind his hands, here a guy like Butterbean definitely hits harder because his fat ass has 250 pounds slamming into the guys face.
You have to look at this a few different ways: Heaviest hands (lands the hardest combinations), heaviest punch and best chin.
Since I'd have to name a heavyweight for I'll do it by weight class, just to be fair.
Heavyweight: Mark Hunt sort of a no-duh
LHW: ??? seems like all of the guys I would give this two (Lil Nog, Forrest Griffin) have gotten KO'd recently
Middleweight: Kazuo Misaki his only TKO loss is on a broken arm and, less face it, he just won't go down, regardless of how hard he gets hit
Welterweight: Karo Parysian 17-4 and he's never given up or been knocked out, the only stoppage over concern in his corner, and with the level of competition he's faced, that's saying something
Lightweight: Nick Diaz Let's face it, the guy has a chin and, as much as I don't like him, he's got the best chin at 155
Heavyweight: Tank Abbott Cabbage in one shot, case closed
LHW: Sokoudjou again, sort of a no-duh
Middleweight: Robbie Lawler I watched UFC 37.5, that was a KO
Welterweight: Joe Riggs all it takes is one punch, he doesn't always land it, but it's still there
Lightweight: Melvin Guillard knock out with a body shot
Heavyweight: Andrei Arlovski sick combos and follow up, he can stop with one punch, but that punch seems like it's always part of a combination
LHW: Rampage a little while ago I would have given this to Chuck, but Rampage is more aggressive and his strength is overwhelming
Middleweight: Dan Henderson when he's on, he's on
Welterweight: ??? couldn't think of anyone who has done anything impressive, and I didn't want to give it to Matt Serra
Lightweight: Takanori Gomi he hits hard and fast, I really don't have any doubt
