Who cares if they do roids. For every positive there's a negative.
Overeem. He's the Juggernaut bitch! He's ALL upperbody, and i guarantee he'll be like a turtle if you get him on his back. Put someone with good lateral movement and wrestling (ie: Cain V) and it's goodnight moon. The roids will make him hit like a hammer but be heavy on his feet since he's going for weight.
I guess in Dream / K-1 they don't really care about steroids etc. as much. But it's funny, out of all the places in the world, i would have guessed the USA would allow/be more lenient on steroids. I mean look at baseball / football.

Alistair is a competent grappler. He won the european ADCC's in 2005, tapping all of his opponents. Your guarantee doesn't mean a whole lot to me, it's not like he has chicken legs and no sprawl or guard.
But regarding the roids, I think it's a bad idea to let fighters compete when they are testing hot. It would become an arms race to see who can stack the most PED's in order to stay competitive and will inevitably result in health risks.

Making roids legal is the worst thing ever that can happen, people will be litrally killing themselves just to try and get the upper hand on there opponent and you cant blame it on the fighters for doing it either they need to provide for there familys and a man would do anything necassary to get that pay check. Just like what happened in pro wrestling during the 80s and 90s, you didnt have a job unless you were roided off your tits, so they did and now almost half of them are dead or suffering from heart attcks etc.

A lot of them are doing PEDs, the only thing drug testing does is make it so they can't take insane amounts all the time like Benoit was. Are you talking about making steroid use completely legal or just not banning them in the sport. Because self medicating with dangerous drugs is just stupid. If these guys had responsible doctors monitoring their usage and health I might be fine with it.
