Technically, the gi is not supposed to be any more than a finger length above your wrist. Mine's big, so I never have that problem, and I think they probably on check if they think it's going to be an issue.
It also depends on the level of the competition. High level competitions are pretty strict with that stuff, but local tournaments and stuff like that is a little bit looser.
i have been asked to change my gi many times, during bjj & judo tournaments.
if you wear a judogi in a bjj tournament, do make sure your not wearing a "tarp", many judogi's are very loose, with sleaves and pant legs that you can fit four hands or feet through. bjj gi's are more on the tappered side, and do have a better fit for the fight, but wearing a bjj gi in a judo tournament will leave bruises on your arms from the grips due to the close gi fit on the sleaves.
my personal gi's i like th most are my mizuno eurocomp judo and bjj use. my rickson conquest got me a forfeit in a judo touranment(i had no teamates my size, and the vendors at the tournament did not have my size gi), i like my rickson because the tight fit, the lapel is like wood...
eurocomp's are my fav. all around, if you don't give 100% on your grip i will free myself. it is stiff as cardboard, but i can move free, it is preshrunk..
