Guys around Australia have gotten black belts in Australia but from high ranking BJJers like John Will etc so i think you are correct.

in our academy it takes about 10 years for a brown or black belt i train with team link and they are pretty strict on belts blue belt alone takes a year or two

My coach got Black in about 6 and a half years maybe 7
Our first Brown Belt got his in but he really really does deserve it.
What I think in terms of belt progression
White to Blue 1 to 2 years
Blue to Purple here is where there most be a leap in skill I would say 2 to 4 years
Purple to Brown 2 years
Brown to Black 2 and a half years

well i have my Purple belt and it's been about 3 years...i got mine fast but thats when i was doing BJJ hardcore like 6-days of the week..
