Ive been watching some videos and when they get choked out they always put the persons legs up.

Can you be more specific?
The only thing I can think of is with some chokes you want to control the opponents position so they can't move to release the pressure.

I was watching some thing of Marc Laimon showing some girl a choke and when he choked her out all the other dudes started saying put her legs up so he held them up until she came round.

Blood is rushed back from the extremities to the body, thus more available blood for the brain.

The idea behind it is to get blood back into the brain, as others have said. It's completely pointless, though. Plenty of blood rushes back to the brain through the carotid arteries the instant the choke is released (even if you stood the person straight up). It just gives bystanders something to do while they wait for the guy to wake up.

Elevating the legs does serve a useful purpose in the RICE healing methodology, though, for different reasons.
