I actually have a screener copy of this movie and have seen it twice. Although it wasn't great, it does star a surprisingly chunky Tiffany Amber Thiessen who lends a little much-needed talent (I know, I know, but seriously, she looks like a pro next to most of the inexperienced nobodies in this cast with only a couple notable exceptions) to this film. Luckily it never becomes a "love interest" situation, because I'm not sure I would actually have liked to see her outside of the minimum three layers (usually including a heavy jacket) she wears throughout the film to cover the extra weight she's carrying.
It has a very Terminator 2-ey feel, with Rich starting out as an emotionless cyborg, but eventually developing into a caring human, if still a badass killing machine. The T2 style also compensated to some degree for his lack of real dramatic acting skills- like Arnie, he can do deadpan pretty well.
The effects were passable if not great, and the plot was trite, although not quite boring.
It was nowhere NEAR as bad as the movie with shamrock and couture (YOUR RED ROBE AWAITS) and actually stuck to its humble premise without overreaching. I think as Rich's first starring performance it was pretty damn good.
