ATTN: Knowledge about plumbing

I am kinda getting sick of the gun shots and killings here in "brightmoore" detroit so I found a good deal on a house a few city's away. It needs to be repipped. I have a friend of the family that mapped it out to know what the job will look like. Basically just blue printed the house. The house is about 800 sq ft with a crawl space, No laundry room or upper level. Its just simple with all the pipping located within a good 5 aq ft area. This guy says I am gonna need almost 400 ft of pipping. To me thats alotof pipping. The cost alone for that is like $500-$600. I called a few pro's on the phone from the yellow pages and they said it can be done between $500-$900. My question is do you think this family friend is trying to pull a little xtra out of the deal? He has done this work plenty before so he knows what to do so this isnt just his guess work.

How is the total piping 400'+ in a five foot area? Are you re piping waste or feed water?
Pex or copper?

I know most licensed plumbers won't get out of their truck for less than $200.

This is to re do the whole house. But what I was saying about the 5ft area is all the pipping in the house in about a five foot area. So its not hidden or hard to get to. I called around and they said it shouldnt be more than 150ft to do the house. So it seems this guy is trying to run a little scam.
