"The privatization of Law Enforcement" denotes the shift from a publicly run system for the "common good" to a "cost / benefit" driven semi-privately owned system.
There are many examples:
1. Outsourcing of police work ie; huge increase in private security firms.
2. Privately run prisons.
3. Increase in blatant revenue raising ie; Thousands more speed cameras.

Similarly, lawmakers have come to the party and have created or maintained various discriminatory laws that ensure a plentiful supply of criminals. For example, mandatory minimum sentencing for first time offenders and the maintenance of a "War on Drugs" which has been catastrophic for many minority communities.
