For starters, what organization is the amateur fight with and is it a reputable one? If it is a legit fight in a legit organization, then their matchmakers will scout and assign the fights as they see fit. If it's illegal underground, then it's pretty much whoever is willing to fight gets to fight. Regardless, how many tickets a particular fighter gets sold doesn't really come into play until you are either being considered for a televised amateur event or are professional, where popularity plays a big part into what cards and what fights you get into.
