Leg kicks are effective but FAR from everything. To me they are more of a good distraction and pace setter as a stand up guy. They open you up for good combos etc but really don't do a ton of damage especially if you are snapping them out there fast. They can be a lot more effective if you are kicking his legs when he is down but in a lot of amateur promotions this is not allowed(Some kicks/knees are allowed to a downed opponent just not to the head.)
