What is Iron Palm?

What exactly is "Iron Palm?" Who teaches it? Should I try to learn it? My special lady has a copy of the book "Model Mugging," in which the author emphasizes palm heel strikes as the ultimate self defense technique in terms of effectiveness. So:
1.What can somebody tell us about Iron Palm, and
2.Do you agree or disagree with the author of "Model Mugging" that palm heel strikes represent the best way to counter attack your opponent in a street self defense situation?
As always,

No, the most effective strike is a kick to the groin. I'm not even joking.

Strike to the neck > strike to the groin. I've kicked someone in the balls in a real fight, and it didn't stop them. However, last time I checked, no one can 'tough it out' with a collapsed windpipe.

Highly opinionated but out of touch with the current MMA scene.

Hell no dude, its a fight, the endorphins (sp) kick in and it just makes you more mad . I've been nut kicked in fights, it hurts like hell but when you're pissed off it just makes you go harder.
