maybe shrugs and then dips. the dips will work more than the shoulders but it is an opposite exercise.

shrugs and dips? :S

in my opinion:

power cleans, clean&jerks, burpees, sledgehammer strikes, snatch .. what's your current routine like?

Shadow boxing with Resistance Tubing works on speed, power and KILLS your delts

If you don't hand tubing you can always use 2.5 pound dumbells

Military press burst after your all warmed up. strech you shoulders alot first. With medium weight. Something you can do 20 times 5 sets

I don't know about plyometrics but do wide grip bench press, military press, clean n jerk, and at my gym they have this wide grip bench machine that works beautifully
