What I'm understanding is that you have really tight hamstrings and can't touch your toes, right? If that's the case, you may have something as simple as a muscular imbalance. Your hams are super tight, and your quads may be weak. Keep stretching, but throw in some leg extensions to strengthen your quads. Keep it light, but do it often with stretches. If you don't have a machine around for leg extensions, try running backward. The forward kicking to push yourself backward is also a good exercise for the quads. Stretch lightly as often as you think about it, and drink water.

Then there's your hip issue. If any of this irritates that joint, don't do it. See the doctor.
