That's more of a gynecomastia issue, isn't it? Genetics might be a factor. You may just pack weight in that area due to genetics.

gyno common at that age.

flabbiness of chest tends to go away with age.

eXACTLY WHAT I WOULD SAY. WITH DIET AND EXERCISE FAT WILL DECREASE ALL AROUND THE BODY. AND AS FOR THOSE ARM PULLOVERS THEY WOULD BE BEST FOR BUILDING STRENGTH NOT TONeING YOUR CHEST but they did wonders for me as well
