Personal training questions

Hey guys...my nooby questions again...

First is, since I am trying to get used to working out my upper body, I am doing weight lifting (I am currently 208 pounds). I workout my upper body every other day, so that my muscles have a rest period. My goal is to get near 195 lbs (light heavyweight) of at least 90% muscles. The rest period is a good thing to do, right? Or should I be working my upper body out constantly?

Also, I know that I should probably eat some protein supplements after each upper body workout, so that my muscles rebuild at a faster rate. The good protein supplements that are sold are rather expensive for my budget--is there any that I can make at home? Eggs blended in milk?

Second set of questions:
When I was in highschool, I use to do track--I was a sprinter, and as you can probably guess, doing sprints over 3 years really built up my lower body. Unfortunately, my lower leg (between ankle and knee) is kind of big with muscles. What would be the best way to reduce that? Giving kicks, although it can pack a bigger kick, the bigger muscles will slow down my speed of the kick. Any suggestions?
