body fat and lifting

so i lift 3 nights a week for about an hour and 15.
and i want to get stronger more muscle.

but i have a 23 percent body fat and i really want to lose the beer belly and love handles

i heard it can't be done, but how can i drop the body percent to oh, 10% while still progressing the same with lifting

i mean like less cardio or what
