Try this: Swim on a regular basis 2-3 times a week seriously for as long as you can. Swimming will burn the excess fat off of your body faster than most other conventional "cardio" exercises ever will. The only other fat burning/cardio type exercise that I've seen to have dependable results is dancing.

Yeah, I said it. Dancing.

It doesn't matter if you agree or disagree... As long as I don't bore you and I spark a moment of thought, my goal is achieved.

Swimming is excellent also try doubling your water intake per day you will retain water at first but once your body is used to having a constant supply of water it will start to flush excess and keep just what you need no extra that will shrink fat cells, and Cardio , cardio and more cardio. as stated before no such thing as targeting an area to burn fat.. also increase leg exercises as muscle is the only thing that burns fat increasing the efficency of the biggest muscles in your body will help as well.. oh yea.. more cardio.

For those of us not looking to LOSE fat on pecs, but rather bulk up, and add weight to pecs, do these suggestions still apply?

I agree that it is impossible to target one area to lean up. The trick is to lower your overall body fat and target certain muscle groups. I had great results with moderate cardio and a weightloss supplement to curb the cravings. I use Xyience xcelerate and it works! It helps kep you full without the jitters.

if your looking to add size you need to cause celluar destruction. This means high weight with reps until you can not do any more. if you are doing this right YOU WILL BE SORE if your not you did not do enoughincrease slightly until you are sore stay at that level until it no longer makes you sore and increase. use different types of exercises not the same one and do not foget the stabilizer muscles and the muscle groups around the one you want to target.

Okay, I am a personal trainer so listen up!

all the answers are already here however i will sum them up for you.

1. You cant lose 'pec fat' or 'ass fat' or 'leg fat' or 'tummy fat' you just have a certain amount of fat and ur body decides where to store it according to ur genetics, (ie. ur sex and body type)
CHANGE UR QUESTION TO "HOW DO I LOSE FAT"
2. Drink more water! U need 1 litre of water for every 25 kilos of body weight. thats not including what u drink when u exercise
3. Dont drink soft drinks or sports drinks (sports drinks are good, but not for losing weight)
4. Do high weight low rep lifts (until failure), this will spike ur metabolism and cause u to burn more calories while u sit on ur ass
5. Do cardio!
6. MOST IMPORTANTLY expend more energy than u consume, eat less Kj than u exert.

If u want to add mass then it is opposite eat more than u exert (also cardio not as important but do it anyway or you'll be huge, strong, and puffing when u walk up stairs) and weight train the same!
