I live in FL, and I can say that the state its self has nothing to do with the low numbers. Our state has a giant MMA following, 2 of the biggest camps (blackzillians, and ATT) and quite a few gracie gyms.
The problem is this:
The UFC comes to FL with these tiny cards that are full of nobodies and they are aired on TV for free. Why pay hundreds of dollars to have a worse view than you would at home where you spend 0 dollars?
If a card that came here had some names, maybe people would buy! People want to say "I was there when (insert big name) beat the crap out of (insert big name)". They dont want to brag about how they were there when nobody took nobody to a decision!

Also, the team sport thing:
Florida has a very large transient population. I only have one friend that is from FL, the rest are from either the Midwest or the NY/NJ area. When I go to Bucs v. Bears games, the Bears fans often out number the bucs.
But team sports and individual sports are different. Go to one Nascar race here in Daytona and you will find that out very quickly!
