Mazzagati is a close second.
Herb is the best every fight he refs you know is a completely fair and safe fight.
Miragliotta is 2nd IMO. McCarthy is good too, but he seems far too lenient on people breaking the rules for an advantage (grabbing fence, shorts) and is too quick to separate or standup.

Sarcasm my friend!
The fact is a woman should not be a ref in mens MMA, unless they are a beast of a woman. Being a ref requires a level of physical strength to seperate fighters. A woman of Winslow's stature simply doesn't have that.

I don't agree with that at all, but I think she sucks as a referee. Technically she should never need strength to pull a fighter off, a la Rampage continuing to beat a KO'ed Wandy, as the fighters should listen to her commands. Still she is a horrible freaking ref and is probably only hurting the idea of more female refs.

"should" isn't the same as "will". The difference between the two could be a dead or seriously injured fighter.
There have been plenty of instances where fighters in the heat of the moment refused to stop when a ref tried, held on to a choke too long or went back for cheap shots after the fight/round was clearly over. The ref has often had to drag guys off and physically blanket them while they cool off and realize what they're doing.

Kim Winslow is the best if you like extreme violence, other than that, Herb Dean, Josh, and Big John.

I really doubt Mazz could pull Lesnar off of Mir but they let him ref it.

McCarthy, Rosenthal, Dean. Pretty much agree with everyone else, except I think the worst is Cecil Peoples, with kudos to the ref of Pat Curran vs Joe Warren.
Edit* Fernando Yamasaki is kind of a wank as well.
