I think they all need to start seperating guys sooner and standing them up sooner when fighters are not making progress, are clearly just laying and praying or at a stalemate.
This is what the UFC Wants and what the Fans want, but the message hasn't gotten to the refs yet.
I think it harkens back to the days when there were no rounds, no score cards and the only way to win was to finish your opponent.
Back then, for the most part, the fighters took it upon themselves to keep the action going and actually walked into the octagon with bad intentions.
Now that there are rounds and scores and judges, many fighters ar trying to win, not by beating the other fighter in the ring, but by outscoring him on the cards.
If that never changes, the UFC will have a hard time getting much bigger than it is. Fighters should not be rewarded simply for laying on top, unless they do damage or attempt submissions.
