It's just an excuse. Silva doesn't want to risk fighting anyone bigger than him who has great skill, but really wants to fight someone a lot smaller than him who has been out for a year and whose only chance of winning is wrestling of which GSP is lesser than Sonnen in this aspect.
I don't blame him at all, but he hasn't wanted anything to do with Jones and the reason isn't because he has a few friends who might someday get a shot at him, it's because he has no interest in fighting Jones, period.

Thinking outside the box it also could be him and Jones are really good friends also? I'm pretty sure they have reached out to each other as Jones idolizes the guy, and Silva probably has helped him out. We all know what's Silva's feelings are towards friends. I'm sure Jon Jones has stated also he has no intentions of fighting Anderson Silva. It works both ways: here is what Overeem said about Jones Vs SIlva:
He talks about a possible Jon Jones vs. Anderson Silva fight, and said it's not going to happen:
"I spoke to Jon...'No, I don't want to fight him because he's my mentor', this and that.
...
:"So, that fight is not going to happen. Unfortunately for the fans, and unfortunately for me because I would like to see that."
Size is not the issue as i remember Silva wanting to fight Frank Mir, but the UFC said no.

Of course he won't fight Jones. Silva the MW/LHW wants the far smaller WW fighter. Lame.

I don't think anyone's disputing Anderson's legacy, but I think a lot of people saying he'd lose to Jones have a valid opinion, the more Anderson waits though, the more he'd only hurt himself, Jones will get better where Anderson will get older and slower, pretty scary thought for a guy whose gonna be pushing forty to fight a guy whose really, not even in his prime yet.

Yeah, he might lose, and I'd edge it to Jones too. Is he "lame" if he doesnt want the fight? People are posting like he's a ducker or like he's not a true fighter, which is such an ungreatful thing to say just because there is a new flavour of the month.

Of that there is no doubt (Not much doubt, Fedor fans might wanna argue with one though)
He is still ducking Jones, and he would lose if he did fight Jones.
