Lightweight followed by welter, unless of course you plan on fighting for the title at middleweight...

Very well said. I was looking for the words but you said it. Pound for pound, the most "average" sized guys have more competitors and would be the most competitive.
Take P4P out of the equation and HW is clearly the toughest.
