Only when they suffer injuries,the difference is that doses used in testosterone replacement only achieve physiologic (natural) levels of hormone in the blood. The testosterone forms some athletes use illegally are in much higher doses, and often combined ("stacked") with other substances that boost the overall muscle-building (anabolic) effect.

That seems like a fine line right there. Why not allow it's use throughout all of training camps then if the only positive thing it does is allow you to heal faster? It would allow fighters to train more often and come out of camp healthier if it acts the way you say it does. Why then should it only be allowed when an injury is suffered?

Because it won't do anything if you have no injury that's why they call it a cocktail it depends what you put in it.

I thought you said it helps with wears and tears of training as well as muscle soreness? So instead of taking a few days off for your body to heal up you could just keep on training. Everyone gets banged up in training that is why they say no one is ever 100% going into a fight. Everyone has to take breaks due to soreness or bumps and bruises. Wouldn't this cocktail work though that in training without having a major injury?

Lol I'm not the doctor I'm not sure the exact ingredients they put into the cocktail but if all it does is help with healing a rib then it should be legal.if you have soreness and bruises then you should take a break just like everyone else.
