The difference is that while his movement is not necessarily faster in the sense of more km/h or mph, but his reflexes enable him to start his movement at the right time. That's kind of semantics when it comes to a combat sport though, don't you think? I think most fighters can throw very fast punches when they have a punching bag in front of them. I think reflexes should be considered part of being fast. I think it's the combo of having quick hands and quick reflexes that determines how "fast" we consider a fighter.

Well, Anderson head movement was faster than Vitor's hands.

I could say Vitor is more famous for his speed because he prefers to throw multiple punches in a short period of time while Anderson prefers to time and pick his shots for a better result. To actually state who is capable to throw faster punches is a discussion similar to who punches harder. It would require proper measurement.
