I really couldn't say Anderson's hands aren't that fast, but I sure agree with you about his exceptional reflexes and explosiveness.

Anyway, lets allow this superb martial artist and action actor, Michael Jai White show the meaning of technique versus speed to Kimbo Slice and an amazed bunch.

Someone with ufc undisputed what is Anderson's speed this could solve the speed question.

The difference is that while his movement is not necessarily faster in the sense of more km/h or mph, but his reflexes enable him to start his movement at the right time. It's like a kid sitting in a race car vs a professional driver. Once the kid has shifted the gear at the highest level it only needs to stomp on the accelerator pedal and would have the same max speed as the professional, but the professional knows much better how to shift the gear and hence can start earlier.

So it's not necessarily Silva's muscles that are faster (his movement as a whole), but his brain that tells his body earlier when and where to move.

In addition his technique is so good, that he doesn't spend extra time in unecessary movement. Part of it is also explained in the video MMA-Sportsman has linked:

Watch the Michael Jai White punks Bob Sapp that it links to at the end. Hilarious.

That's kind of semantics when it comes to a combat sport though, don't you think? I think most fighters can throw very fast punches when they have a punching bag in front of them. I think reflexes should be considered part of being fast. I think it's the combo of having quick hands and quick reflexes that determines how "fast" we consider a fighter.

Edit: Like Mr. White said in the video:

"If you can't move your hand out of the way fast enough you'll never move your head out of the way fast enough."
Well, Anderson head movement was faster than Vitor's hands.

I could say Vitor is more famous for his speed because he prefers to throw multiple punches in a short period of time while Anderson prefers to time and pick his shots for a better result. To actually state who is capable to throw faster punches is a discussion similar to who punches harder. It would require proper measurement.
