I'd like to think she does, but feel that's just me rooting for her due to being a big fan of what she's overcome. She's better than everyone else in the division so we want to think she can dethrone the demi-god. However, the separation between #1 and 2 in the world is probably a chasm that cannot be closed. Cat in the clinch is a handful for everyone in the world not named Ronda. At distance she may be able to work a decent jab game, but I don't see this fight playing out there for long. Ronda will be aggressive enough to try and get in close for the throw/TD and won't quit if she doesn't succeed at first.
If she tries to outbox Cat for 5 rounds, I still think she wins, but only 49-46 or 48-47 instead of by finish.
