GSP vs Penn in Montreal

Dana White wants to bring the UFC back to Montreal, possibly in November or December. There is speculation that GSP could fight BJ Penn on this card.
I was at GSP's last fight in Montreal and I'm a HUGE fan. I'm also a huge fan of fairness in professional sports, so I ask, do you think it's fair that GSP would defend his belt again in Montreal?

I don't think it fair if Penn were to get a title shot against GSP (provided he beats Fitch) at 170 without fighting a contender or two.

Anderson Silva didn't jump to 205 to fight a title-holder.

I think having GSP fight in Montreal rewards the Canadian fans as much as it rewards the UFC, so I'm good with it.

Wait, I thought this fight was supposed to be in Hawaii. Hawaii deserves a UFC event as they were one of the first hotbeds of MMA in America.
