The fact that the Chuck/Billygoat Keith fight was a SPLIT DECISION, supports this guys opinion.
Anyways, Forrest has that "random" factor to him, that makes him an interesting and awkward guy to fight. I think Rashad doesn't have to fear Forrest's power like he had to do with Chuck, so he can be more aggressive and take more risks.
I think the way to beat Forrest is to pressure him and irritate him. Then once he losses composure, take advantage of his chin and go for the KO. If Rashad comes into this fight looking as great as he did against Chuck and with a solid gameplan, I am going to take Rashad ftw.

This is a tough match-up to call, and anybody that thinks they can predict the outcome must not be paying attention to how chaotic this division is right now. I can see Forrest submitting Rashad, Rashad grinding out a win by lay'n'pray, Rashad knocking out Forrest, or either one winning questionable decision.
Personally, I think Jardine's KO over Forrest was a fluke. Jardine hits hard, but I don't think he hits as hard as Rampage. So I don't see Rashad knocking out Forrest. I also think the ground game would stall out, so I see this going to decision with Forrest winning. But again, this could be very very wrong.

Rampage dropped Forrest. Badly. Not to mention he'd rock him pretty nicely every once a while. Keep in mind Rampage couldn't even follow through with his punches. Not taking anything away from Forrest, in fact it was smart and brilliant of him to chop out Page's legs. But it is pretty clear that he has a suspect chin.
