I don't think that he's an idiot at all.
I thinkn that BJ Penn has the potential to be one of the greatest MMA fighters of all time, but he won't do anything to get there. I know that he has trained to get where he is, but he won't take it to the next level. He is one of the best BJJ artists in the world and has hands that can knock out guys MUCH bigger than him. He can defend the shoot like a gold metal wrestler and can get back up like no one else when he is taken down.
Most of his wins are two rounds or less. If it gets past that he's suspect to say the least. Look at his record.
