Here's my list, as of right now:
Chuck Liddell
Matt Hughes (as much as I don't like his style)
Sean Sherk (first Lightweight inductee)
Tito Ortiz

I can also see BJ getting in there if he drops down to lightweight and, after a little comeback, beats out Sherk for the title.

I also see GSP going into the hall of fame, assuming he defends his title from Hughes, and he will eventually. I don't expect him to lose for a while.

I don't think that there are any middleweights who can beat Anderson Silva, so I think he should go in there.

If Vera takes the Heavyweight title, and I hope he does, and hangs onto it for a long time then he should go in.

If, and this is a big if, Franklin wins back his title from Silva, it must be from Silva, then he'd still have a shot at it, but he has to beat Silva once to get back his title and once to defend it to really deserve the title in my book.

Besides Vera, I don't see anyone really good in the heavyweight division. If Sylvia beats Vera with a KO (no more f*cking decisions) then maybe I'll be able to start talking about him as a conteder.

If Arlovski starts on a comeback streak, and I expect him to pummel Marcio Cruz, and then takes back his title in exciting and dominant fashion then I think he deserves to go to the hall of fame, but he needs to re-establish his dominance as well as that exciting flare he had coming up.

My last note is an up and comer who is the only guy who really has a shot at Silva. I think if Mike Swick can somehow beat Silva and have a good run as a title holder he definitely has a shot. He's charismatic, good and exciting in the cage.

I think Tito will make it, as LH champion he had successfully defend the belt five times. Also, for a legion of fans he's the face of the UFC along with Chuck. Fans know of other fighters, but not their face.

I know nobody wants to hear this name thrown in the mix, but Tim Sylvia is a 2 time champ. Before these last few fights he's been in, he had some exciting match-ups (At least KO wise). He has only lost twice in the UFC, Chuck has lost twice, Hughes had lost twice, and Tito I believe has lost 3 times in the UFC. So as far as statistics go, his credentials are up there. But as far as quality of opponents thus far, I dont believe those credentials are as solid as the three mentioned above.

haha I was just about to post that, good thing I reaed threads before posting.
And I agree frank shamrock should be in there too, but with Dana White running the show I don't see it happening, unless they somehow bury the hatchet....they really seem to hate eachother.

Hughes has actually lost 3 times in ufc. he lost 2 denis hallman in the ufc and he lost 2 denis once outside of the ufc.
