Of that list, I'd probably argue only Machida and Mousasi Maybe BJ.

Yes they are all great strikers but you missed the key word Rogan said "technical."
Mousasi and Penn are great technical strikers, the rest are great but not as technical.
Daley is a very technical striker. Not the best, but top 10

Machida is very technical as well.
Paul Daley's technique seems to be overlooked because of his aggression and power. To my knowledge no one has really outstruck him.

LOL @ Anderson Silva not being a more technical striker than Daley. Wololo, Anderson is easily the most technical striker in MMA, seriously.
