Hughes Vs. Lights Out????

I just saw this for the first time...and I have to say this doesn't make sense to me. Why isn't Hughes taking on Diego? And why is Chris given a fight shot against one of the top 3-4 in the WW devision? Does the UFC really want a bunch of rubber matches or what?!

"You can light a fire for a man and he will be warm for a day."
OR
"You can light a man on fire and he'll be warm for a lifetime."

My Top 6
BW = Miguel Torres
LW = Tyson Griffin
WW = GSP
MW = Gegard Mousasi
LHW = Lyota Machida
HW = Fedor

Hughes isn't fighting diego because Dana wants to squeeze a few more PPV's out of the old goat, and Lyttle is fighting hughes because he is pretty much a can, and is also famous for hugging Matt Serra on tv for three rounds.

Go figure.
