Best P4P ONLY means which fighter dominates the most in comparison to other champions or in this case, top fighters American fighters within their respective weight class. It doesn't matter how Frankie would perform against Cain if they were the same weight. I think competition determines P4P more than anything, and if Frankie defends his belt against all the top contenders right now at 155, I'd have to say him. I can't really say Cain because the HW division is relatively weak, and he has not title defends yet. Right now, it would have to be Jon Fitch or Jake Shields. Penn has the potential to be the best P4P American, but I don't think he could gain that title at 170 unless he beats Fitch and GSP beats Shields and moves up.
