The commission in California enforces state law. That makes them a legally defined governing body. Meaning he had to be sworn in before he could give a statement, that's how ALL governing bodies work. A statement that was a blatant lie. He committed perjury.
I watched the hearing live, and I don't remember him being sworn in, but maybe I missed it. I'm just going to email the commission and see what they have to say.

It may have been done before the hearing itself. I've seen a few similar hearing in person locally, and the swearing in was done before the hearing itself. Its not usually done the same way the federal government does it, like the Armed Servces committee hearing for example. But policy may vary by state.
If/when they reply could you PM me? I'd be happy to know if I was barking up the wrong tree or not!

I also emailed NV and NJ commissions since they are much more responsive than CA typically. Nick Lembo already got back to me and said "I have not yet caught up on the details of the recent actions." which suggests that maybe he thinks its a real possibility that Chael could have perjured...

Can anyone just make anyone take an oath or does it have to be somebody like a judge or a police officer? For instance, if I told my cousin "do you swear to tell the truth and nothing but the truth?" and he said "yeah, sure", would that be a legal oath? This is a serious question by the way.
^I guess that answers my question.
Anyone? No. But some government officials are empowered to give an oath under certain circumstances. And many forms carry a penalty of perjury for false statements made on them.

He was.
It's at about 14:15.
I'm not sure about CA, but in most states, you can commit perjury in a lot more places than a court of law, including at the DMV.
But I'm guessing they were legally empowered to administer a binding oath, based on this, from David Bixenspan's conversation with Dodd.

For now, it's an athletic commission matter. The rest is up to Karen Chappelle. If she feels that criminal charges are warranted after the commission hearing, then she could move forward with them, but there's no way to be sure for now. It's only a criminal case if she decides to make it one.
So Dodd makes it sound like there was a legal oath taken, as that would be a necessary element to have before anyone could even consider charging him with a crime.
I doubt any criminal charges will come of this though. Perjury trials are usually more trouble than they're worth, and Sonnen isn't as high profile as Barry Bonds.

yeah, that definitely was a swearing in. I stand corrected! So if that is a legal oath, it really does seem like Chael in fact perjured himself... and as a recent felon, likely on probation- yikes.

So he's a felon, then he commits a felony. That must mean he's a double felon! Like a double rainbow. I wonder if they send those people to super secret double prison?

LOL. I simply meant that since he took a plea that let him avoid jail time, he could quite possibly have a suspended sentence hanging over his head that would have to be served if he reoffended. And even if he doesn't, a second offense (at least here in Oregon, where he and I both live, in fact he lives just a few miles from me) is given greater weight in sentencing so he'd almost certainly do some time.
Personally I wouldn't shed any tears if he did, either.

thats my point! it's not an example at all because those fighters weren't caught using PEDs, so how can you associate them with Sonnen. your argument was predicated on things that hadn't happened and presuming to know what the outcome would be if they did. it's total crap. and generalizing the majority of forum goers doesn't help! we are individuals who can each draw our own conclusions. if you want to debate a topic with a single person, or several people, that's one thing, but claiming to know what our argument is before we say it is basically a strawman.
Couldn't have said it better myself.
The funniest part is if GSP was caught using peds he would be absolutely crucified. He already take so much crap for things he isn't actually be caught for, unlike Sonnen, I can't imagine if the poster boy was caught using peds, committing fraud, and committing perjury.
