There is no way for a ref to know what a guy means by one tap that's why the sign is 3.

Aside from instinctively tapping from a dangerous submission, what the Hell else would he be doing? I understand where you're coming from with the "only tapped once" thing, but seriously. There is absolutely no other logical reason to tap like that. Let's just give CB the benefit of the doubt for a minute. Maybe he was throwing a palm strike at Amir's leg...? I doubt Herb is going to think about something like that...
Herb's job is to ensure the safety of the fighters. When he's looking VERY close at the action during a submission, he's looking for the slightest gesture to indicate that the fighter is in too much pain or if they are giving up. If he sees anything indicating that a fighter cannot continue, he's going to stop it. It's all for the safety. If CB never tapped and Herb stopped it, then I'd call BS. But he did tap. And I understand that it's supposed to be three taps, but I guess Herb didn't want to chance it. I, honestly, can't blame him for that.
