Vinny has to be considered more advanced in that department. After all, he has better sub-grappling credentials and has competed at the highest levels of BJJ recently where as it's been nearly a decade since Nog has.
Also, we need to realize that Nog's BJJ game is completely adapted to MMA at this point and has been for years. His BJJ, in comparison to Vinny's, likely is basic. After all, Nog rarely fights opponents who are world-class BJJ artists. And when he does (e.g. the Werdum fight) it's MMA and there are many other variables when striking comes into play which separates him from them. Nog developing a more streamlined or basic form of BJJ as a means of adapting it to MMA is just that. And of course, while Vinny may have gone further in the BJJ world and could beat Nog in a submission grappling match, chances are he won't come close to doing half of what Nog has done in MMA, nor would he win a head-to-head matchup.
